Requires the Orange County Water District to provide prior notice to regional water quality control boards and the Department of Toxic Substances Control before taking cleanup, containment, abatement, or remedial actions for contamination or pollution.

Mandates the district meet and confer with administering agencies and responsible parties before approving remediation actions, and comply with the National Contingency Plan and the Carpenter-Presley-Tanner Hazardous Substance Account Act.

Expresses legislative intent that the Orange County Water District adopt a policy addressing groundwater remediation processes and enter into a memorandum of understanding with the Department of Toxic Substances Control, California Regional Water Quality Control Board (Santa Ana region), and Orange County Health Care Agency.

Declares a special law necessary because multiple agencies (Department of Toxic Substances Control, Regional Water Quality Control Board, and certified unified program agencies) oversee groundwater cleanups in Orange County, creating potential for conflicting regulation.

Provides that if the Commission on State Mandates determines this act mandates state costs, reimbursement shall be made pursuant to Government Code Part 7.
