Authorizes the Governor's Office of Business and Economic Development (GO-Biz) to establish one or more public-private partnerships to guide state activities related to California product exports and attraction of foreign direct investment with key country and industry partners

Requires GO-Biz to establish a South Korean Trade Promotion Advisory Committee specifically to promote California exports to South Korea and attract employment-producing investment from South Korean investors

Allows GO-Biz to accept private sector funds for public-private partnership activities, which must be deposited in a newly created Public-Private Partnership Subaccount within the Economic Development and Trade Promotion Account

Permits GO-Biz to expend moneys from the subaccount without fiscal year restrictions, solely for activities related to the specific public-private partnership for which funds were received, subject to specified reporting and posting requirements

Requires partnership members to meet at least three times annually, though a quorum is not necessary except for decisions regarding allocation of subaccount funds
