AB 2715 - District-based Municipal elections

• Permits city legislative bodies to adopt district-based election ordinances without voter approval if voters previously rejected such an ordinance, effective until December 31, 2016.

• Requires cities with populations of 100,000 or more to adopt ordinances providing for district-based elections of legislative body members without voter approval, effective January 1, 2017.

• Permits any other city (with population under 100,000) to adopt district-based election ordinances without voter approval, effective January 1, 2017.

• Requires district boundaries to be established and adjusted in accordance with Chapter 7 of Division 21 of the Elections Code.

• Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to Part 7 of Division 4 of Title 2 of the Government Code; becomes operative July 1, 2015.
