Defines "mobile retail operations" as the sale of non-food goods and services from a vehicle, and "pop-up operations" as the sale of non-food goods and services from a temporary venue.

Model ordinance must specify types of allowed vehicles (with weight limitations) for mobile retail and types of structures for pop-up operations.

Model ordinance must include minimum qualifications, licensing requirements, license renewal timelines, license revocation procedures, and other relevant operational provisions for these businesses.

Ordinance parameters shall be based on factors such as walkability, proximity to economic hubs, and other relevant considerations, and shall prohibit unsuitable mobile and pop-up businesses.
