Adds a permanent nonfaculty employee member to the California State University Board of Trustees, appointed by the Governor for a two-year term commencing July 1 and expiring June 30 two years thereafter.

Requires an independent systemwide staff council funded by CSU employee organizations to provide a list of two nominees, from which the Governor must appoint one nominee.

Restricts the nonfaculty employee member from participating on any subcommittee responsible for collective bargaining negotiations.

Authorizes the nonfaculty employee member to receive compensation for board service only as specified in Section 66604.5 of the Education Code, and actual and necessary travel expenses plus $100 per day attending official trustee business.

Modifies faculty member term provisions to allow the faculty member to remain in office for one additional year after their two-year term expires if the Governor has not appointed a successor.
