Expands the definition of "cost impact" in regulatory notices to include direct costs incurred by sole proprietorships and small businesses in compliance with proposed regulations.

Modifies the definition of "small business" to exclude landscape architects, architects, and building designers only if they have 50 or more employees, and nonprofits only if they have more than 100 employees.

Requires state agencies to include the impact on sole proprietorships and small businesses in regulatory impact analyses for major regulations adopted on or after November 1, 2013.

Mandates that notices of significant statewide adverse economic impact identify both the types and size of businesses that would be affected by proposed regulations.
