Allows defendants to request vacation of a $300 civil assessment for failure to appear or pay fines without having to first post bail or pay the assessment itself.

Prohibits courts from issuing bench warrants when a civil assessment is imposed and requires recall of any outstanding warrants before imposing a new assessment.

Requires court clerks to file certificates with the Department of Motor Vehicles and request license hold removal when fines are fully paid, payment agreements are signed, or community service agreements are executed.

Prevents courts from requiring payment of bail, fines, or civil assessments before a person may request the court vacate a civil assessment under Penal Code Section 1214.1.

Ensures imposition or collection of a civil assessment does not preclude a defendant from scheduling a court hearing on the underlying charge.
