Increases the daily tender amount for subpoenaing local agency employees as witnesses from $150 to $275 per day of required attendance.

Requires the party requesting a subpoena to tender $275 with the subpoena to reimburse the local agency for employee salary, compensation, and travel expenses.

Provides for refund of excess amounts if actual expenses are less than the tendered amount, or additional payment if actual expenses exceed the tender amount.

Exempts parties from tendering additional witness fees if a court continues a proceeding on its own motion.

Applies to employees of cities, counties, special districts, redevelopment agencies, and other political subdivisions when subpoenaed for civil actions regarding events or transactions they perceived or investigated.
