Prohibits transfer of commercial vehicle weight fee revenues from the State Highway Account to the Transportation Debt Service Fund, Transportation Bond Direct Payment Account, or any other fund for payment of transportation bond debt service through January 1, 2019

Prohibits loans of weight fee revenues to the General Fund during the same period

Overrides existing law provisions in Vehicle Code sections 9400.1, 9400.4, and 42205, Government Code sections 16773 and 16965, and Streets and Highways Code section 2103

Requires majority vote for passage with no appropriation needed

Automatically repeals on January 1, 2019 unless extended by later-enacted statute before that date
