Allows insurers to issue policies with non-standard earthquake coverages (approved by the Insurance Commissioner) without repeating mandatory earthquake coverage offers at each renewal, provided written notice of additional available coverage is given.

Requires the form of written notice regarding additional earthquake coverage to be filed with the Insurance Commissioner at least 30 days before first use and prohibits use if disapproved as misleading or incomplete.

Modifies earthquake coverage disclosure language requirements for participating insurers (contracting with California Earthquake Authority) to include information about CEA coverage options and the ability to purchase coverages separately.

Modifies earthquake coverage disclosure language for nonparticipating insurers to use simplified language describing deductibles and the separate nature of earthquake insurance policies.

Creates sunset provisions with different operative dates (January 1, 2016 and January 1, 2019) for transitional application alongside related legislation (AB 2064).
