Requires that the notice of special compliance procedure and proof of compliance form be provided to alleged violators at the same time the notice of violation is served, rather than separately.

Establishes a special compliance procedure allowing alleged violators to correct violations related to warnings about alcoholic beverages, food preparation chemicals, environmental tobacco smoke, and engine exhaust within 14 days and pay a $500 penalty (adjusted quinquennially) instead of facing civil lawsuits.

Limits the special compliance procedure to one-time use per alleged violator for the same exposure at the same facility or premises.

Removes the requirement that water treatment devices be certified by an independent certified organization accredited by the American National Standards Institute.

Transfers water treatment device certification duties from the State Department of Public Health to the State Water Resources Control Board as of July 1, 2014, and requires manufacturers to clearly identify certified contaminants on packaging and include consumer warning decals.
