Extends debarment provisions for public works contractors to violations involving employment of apprentices, making contractors ineligible to bid on or perform public works projects for 1-3 years upon violation with intent to defraud or after committing 2+ willful violations within 3 years.

Establishes civil penalties up to $100 per calendar day of noncompliance for contractors or subcontractors who knowingly violate apprentice employment requirements, increasing to $300 per day for second or subsequent violations within 3 years.

Requires Labor Commissioner to issue civil wage and penalty assessments under Section 1741 procedures, with penalties reviewable only for abuse of discretion.

Imposes requirements on prime contractors to include apprenticeship provisions in subcontracts, monitor subcontractor apprentice employment, take corrective action upon discovering violations, and obtain signed declarations of compliance before final payment.

Requires Division of Labor Standards Enforcement to notify prime contractors within 15 days of receiving complaints that their subcontractors violated apprentice employment provisions.
