Repeals the requirement that owners or operators of locations accepting recyclable latex paint must have a business plan to do so.

Exempts businesses handling paint under an approved architectural paint recovery program from business plan requirements if they handle less than 10,000 pounds of solid hazardous materials or 1,000 gallons of liquid hazardous materials.

Prohibits certified unified program agencies (CUPAs) from imposing fees on businesses implementing approved architectural paint recovery programs that are exempt from business plan requirements.

Clarifies and reorganizes requirements for when businesses must establish business plans for handling hazardous materials, including compressed gases and other substances.

Makes provisions conditional on the enactment of both this bill and SB 1261 before January 1, 2015, with Section 2.5 becoming operative only if this bill is enacted after SB 1261.
