Transfers authority over economic development functions from the Business, Transportation and Housing Agency to the Governor's Office of Business and Economic Development and its director.

Modifies the Infrastructure and Economic Development Bank's annual reporting requirement to submit reports to the Governor and Legislature (instead of just the Governor and Joint Legislative Budget Committee) and requires posting reports on the bank's website.

Waives compliance with the State Environmental Goals and Policy Report as a selection criterion for bank assistance if the report has not been updated within two years of its required update date.

Requires the bank's budget to include the amount of credits and liabilities based on an audit of the infrastructure bank fund at the close of the prior fiscal year.

Extends authorization to use California Small Business Expansion Fund and trust fund moneys for programs under the California Disaster Assistance Act beyond the January 1, 2018 sunset date.
