Allows dentistry license applicants to satisfy examination requirements by passing clinical and written exams from the North East Regional Board of Dental Examiners, Inc. or the American Board of Dental Examiners, Inc., in addition to the existing Western Regional Examining Board option.

Requires each regional board administering or developing dental examinations to determine their own passing scores.

Applies periodic review requirements and anti-discrimination examination standards under Government Code Section 12944 to all three regional dental examination boards.

Requires the Dental Board of California to report to the Joint Committee on Boards, Commissions, and Consumer Protection comparing pass rates across the different examination options.

Declares the act an urgency statute effective immediately to address the dentist shortage created by Covered California's requirement for pediatric dental coverage in health plans.
