Repeals Civil Code Section 1410a and Water Code Sections 1232 and 1230, then adds a new Section 1230 establishing that the State Water Resources Control Board must exercise its authority consistently with interstate water allocations made through compacts, Supreme Court decrees, or other agreements between California and other states or Indian tribes.

Amends Water Code Section 1231 to allow water rights from interstate streams with diversion and use points in another state to have equal force in California if that state grants reciprocal rights, with exceptions for interstate lakes and their tributaries.

Recognizes appropriations and changes to the Truckee River if made pursuant to the operating agreement in Section 205(a) of Public Law 101-618 (federal law).

Applies reciprocal treatment to Walker River and its tributaries if the appropriation or change is consistent with the United States v. Walker River Irrigation District court decree from April 15, 1936, including any amendments.

Removes prior provisions asserting California's superior rights to interstate streams and restricting out-of-state beneficial use of California waters unless reciprocal arrangements exist.
