Requires the Department of Veterans Affairs to annually compile a list of names of deceased Vietnam veterans to be added to the Vietnam Veterans Memorial at the State Capitol by November 1 of each year, beginning in 2014.

Establishes a committee chaired by the Secretary of Veterans Affairs (or designee) with three representatives from the California State Commanders Veterans Council and two representatives from the Vietnam Veterans of America to review and approve names for inclusion on the memorial.

Authorizes inclusion of names of Vietnam veterans who were inadvertently omitted from the memorial or who died from illness or injuries (physical or mental) documented by the Department of Defense, Veterans Administration, or licensed medical professionals and reasonably attributable to Vietnam military service.

Allows veterans' service organizations and individuals to submit names of veterans to the committee for consideration.

Names may be added to the memorial only if adequate private funding is available and sufficient space exists on the memorial; this section expires January 1, 2020 unless extended by later statute.
