Prohibits local agencies from requiring landlords to terminate or refuse to renew a tenancy based on acts of domestic violence, sexual assault, stalking, human trafficking, or elder/dependent adult abuse committed against a tenant or household member.

Prohibits local agencies from requiring landlords to terminate or refuse to renew a tenancy based solely on the number of emergency calls made relating to a tenant or household member being a victim of domestic violence, sexual assault, stalking, human trafficking, or elder/dependent adult abuse.

Defines "tenant" to include tenants, subtenants, lessees, and sublessees, and "local agency" to include counties, cities, housing authorities, municipal corporations, districts, and their boards and commissions.

Declares that protecting tenants from housing termination due to domestic violence victimization is a matter of statewide concern, making the law applicable to charter cities.

Became effective July 18, 2014.
