Requires the California Gambling Control Commission to redirect a portion of revenue contributions from specified tribal gaming compacts (San Manuel Band of Mission Indians, Morongo Band of Mission Indians, and Pechanga Band of Luiseño Indians) into the Indian Gaming Revenue Sharing Trust Fund if insufficient funds exist to make quarterly payments to eligible tribes.

Ensures each eligible recipient Indian tribe receives the full $275,000 quarterly payment (up to $1,100,000 annually) by allowing the Commission to redirect revenue that would otherwise go to the General Fund.

Applies only to tribal-state gaming compacts that include Section 4.3.1(b)(i) or comparable provisions as amended in 2006 for the three specified tribes.

Conforms existing provisions governing the Indian Gaming Revenue Sharing Trust Fund and Indian Gaming Special Distribution Fund to changes made by the Governor's Reorganization Plan 2.
