Requires the State Water Resources Control Board to conduct additional testing twice per year from January 1, 2015 through December 31, 2016 on Kern County properties where sewage sludge or biological solids are applied, testing for specified pathogens, endotoxins, and other contaminants including E. coli, Salmonella, PCBs, DDT, and heavy metals.

Mandates shallow groundwater monitoring beneath or downgradient of biological solids application sites in Kern County at least once in spring and once in fall during the same 2015-2016 period for the specified pathogens and endotoxins.

Authorizes the State Water Resources Control Board to identify additional pathogens, endotoxins, and hazards for testing based on groundwater contamination potential and human health risks.

Requires the State Water Resources Control Board to submit test results reports after each test to the Assembly Committee on Environmental Safety and Toxic Materials, the Senate Committee on Environmental Quality, and the Kern County Board of Supervisors.

Exempts persons, agencies, or entities that apply less than 10,000 tons of sewage sludge or biological solids annually from the testing and monitoring requirements.
