Requires the State Energy Resources Conservation and Development Commission to convene a stakeholders group in consultation with the Public Utilities Commission and Independent System Operator to identify impediments and solutions for developing renewable energy resources in the Salton Sea Known Geothermal Resource Area and Geysers Geothermal Field.

Mandates analysis of procurement contract values for renewable energy, costs and benefits of baseload renewable projects, availability of state loan guarantees and financing options for geothermal developers, and feasibility of streamlined permitting for geothermal projects.

Requires evaluation of environmental benefits of injecting treated wastewater into geothermal resources and avoided transmission costs from existing renewable energy resources.

Directs the commission to consider methods for expediting transmission line development from the Imperial Irrigation District to utilities and regional system operators.

Requires the commission to include its evaluations and recommendations in the next integrated energy policy report or energy policy review update.
