Authorizes the City/County Association of Governments of San Mateo County to impose a special tax or property-related fee for stormwater management programs, replacing an expired $4 motor vehicle fee that ended January 1, 2013.

Allows the fee to be collected on county tax rolls by the county auditor alongside ad valorem property taxes, with the county able to deduct actual collection costs.

Requires any special tax to comply with Article XIII C, Section 2(d) of the California Constitution and any property-related fee to comply with Article XIII D, Section 6(a)-(c).

Establishes that the fee funds stormwater management programs coordinated among the joint powers agency's 21 members (San Mateo County and 20 incorporated cities) to comply with San Francisco Bay Regional Water Quality Control Board permit requirements.

Declares the act an urgency statute effective immediately to protect local waterways, creeks, San Francisco Bay, and coastal waters.
