Students using Cal Grants or Pell Grants to pay tuition at qualifying institutions remain eligible to apply for payments from the Student Tuition Recovery Fund.

When a student using a Cal Grant receives approval for Student Tuition Recovery Fund payment, the bureau shall pay that amount directly to the Student Aid Commission instead of the student.

The bill makes an appropriation from the continuously appropriated Student Tuition Recovery Fund to cover expanded eligibility for fund payments.

The bill becomes operative only if another act delays or eliminates the January 1, 2015 repeal date of the California Private Postsecondary Education Act of 2009.
