Requires the Superintendent of Public Instruction to consult with experts to develop braille code and braille mathematics standards aligned to common core standards for blind and visually impaired pupils, with recommendations due by May 31, 2016.

Requires the State Board of Education to adopt braille reading and mathematics standards for blind and visually impaired pupils by June 30, 2016, and authorizes (but does not require) county offices of education, school districts, and special education local plan areas to provide instruction on these standards.

Requires the Superintendent to consult with experts to develop American Sign Language standards aligned to common core standards for Deaf or Hard-of-Hearing pupils who use ASL as their primary language, with recommendations due by May 31, 2016.

Requires the State Board of Education to adopt American Sign Language literacy standards for Deaf or Hard-of-Hearing pupils by June 30, 2016, and authorizes (but does not require) local educational agencies to provide instruction on these standards.

Specifies that adopted braille and American Sign Language standards are advisory and are not intended to interfere with a pupil's individualized education program.
