Requires residential care facilities for the elderly and adult residential facilities with valid licenses as of January 1, 2014 to install operable automatic fire sprinkler systems approved by the State Fire Marshal by January 1, 2018.

Requires newly licensed residential care facilities on or after January 1, 2017 to have approved automatic fire sprinkler systems installed and maintained.

Mandates the State Fire Marshal establish and approve design criteria for sprinkler systems in existing and new residential care facilities by December 31, 2014, consistent with California Building Standards Code requirements.

Requires residential care facility licensees to pay all costs associated with sprinkler system installation and compliance at least one year before the deadline, with property owners determining construction phases and contractors.

Limits local fire marshal and building department inspection and plan review fees to the actual cost of review or inspection for each facility, and encourages local government units to minimize inspections and fees.
