Requires nondesignated public hospitals to report and certify Medicare cost reports, Medi-Cal service costs, uninsured care costs, and uncompensated costs beginning with the 2012-13 fiscal year and each year thereafter.

Exempts nondesignated public hospitals from the 20% assessment fee on intergovernmental transfers (IGTs) made to support risk-based managed care payments.

Requires the department to pay rate range increases to Medi-Cal managed care plans contracting under specified sections, which must pass through additional payments to nondesignated public hospitals to equal fee-for-service reimbursement amounts.

Allows affiliated governmental entities to voluntarily provide intergovernmental transfers as the nonfederal share to fund rate range increases for nondesignated public hospitals through managed care plans.

Removes provisions requiring nondesignated public hospitals to receive delivery system reform incentive pool payments beginning in the 2014-15 fiscal year and eliminates the urgency statute designation.
