Requires the California Coastal Commission to adopt standard disclosure forms for ex parte communications that include the date, time, location, and identity of all persons initiating, receiving, and present during the communication.

Mandates disclosure forms include the identity of the person on whose behalf the communication was made and a complete, comprehensive description of the communication content including all text and graphic materials.

Requires commission members to report ex parte communications to the executive director within seven days or to the commission on the record at the next hearing if the communication occurs within seven days of a hearing.

Directs the executive director to place all reported ex parte communications in the public record to ensure transparency.
