Changes the implementation date for the California In-Home Supportive Services Authority to assume statewide responsibilities from March 1, 2013 to January 1, 2015.

Modifies the definition of "Coordinated Care Initiative" to exclude provisions establishing the In-Home Supportive Services Employer-Employee Relations Act, the Statewide Authority, and County IHSS Maintenance of Effort requirements from becoming inoperative if the initiative does not generate net General Fund savings.

Removes references to county implementation dates and repeals sections 6253.2, 10101.1, 12302.25, 12306, and 12306.1 of the Government Code and Welfare and Institutions Code as they relate to prior implementation procedures.

Clarifies that in-home supportive services recipients retain the right to hire, fire, and supervise their individual providers, and requires managed care health plans to refer all providers to the Statewide Authority for purposes of wages, benefits, and terms of employment.

Updates provisions governing collective bargaining authority, successor employer obligations, and memoranda of understanding between the Statewide Authority and recognized employee organizations to align with the new January 1, 2015 implementation date.
