State Department of Health Care Services must apply to sponsor a breast cancer awareness specialty license plate program through the Department of Motor Vehicles.

Additional fees from license plate issuance, renewal, and transfer shall be deposited into the Breast Cancer Control Account in the Breast Cancer Fund after deducting administrative costs.

State Department of Health Care Services may accept and use donated artwork from California artists for the license plate design.

License plates shall feature a pink breast cancer awareness ribbon to the left of the numerical series and an awareness message such as "Early Detection Saves Lives" below the numbers.

Bill takes effect immediately as an urgency statute to serve approximately 7,000 interested California residents and generate funds for breast cancer early detection efforts.
