Establishes uniform standards for reporting charity care and community benefits provided by private nonprofit hospitals and nonprofit multispecialty clinics to ensure compliance with their tax-exempt obligations.

Requires private nonprofit hospitals and nonprofit multispecialty clinics to allocate minimum 90% of available community benefit funds to charity care and community health improvements, with at least 25% dedicated to community building activities in underserved areas.

Mandates development of community health needs assessments by January 1, 2017 and community benefits plans by April 1, 2017, updated every three years and submitted to the Office of Statewide Health Planning and Development every two years.

Requires hospitals and clinics to hold public meetings for community input, make assessments and plans available on websites free of charge, and include measurable goals and evaluation mechanisms in their plans.

Authorizes the Office of Statewide Health Planning and Development to develop standardized reporting formats, provide technical assistance, publish plans and assessments online, maintain a public calendar of adoption meetings, and assess civil penalties for non-compliance.
