Authorizes the Department of Alcoholic Beverage Control to issue a special on-sale general license to for-profit theaters in San Francisco that have at least 1,000 theatrical seats and primarily show live performances.

Permits alcohol sales, service, and consumption in theater lobbies and seating areas for two hours before a performance through one hour after performance completion.

Exempts licensed theaters from the requirement to operate as a bona fide public eating place and from Section 23793 prohibitions.

Limits the number of such licenses that may be issued in a county and requires cancellation of any existing licenses held by the theater operator before the special license can be issued.

Excludes adult or sexually oriented businesses from eligibility for the special theater license.
