Requires the Office of Planning and Research to prepare recommended amendments to CEQA guidelines by July 1, 2016, establishing criteria for lead agencies to assess the need for translating environmental notices into non-English languages.

Requires the Secretary of the Natural Resources Agency to certify and adopt the amended guidelines by January 1, 2017.

Applies translation requirements to notices under Sections 21083.9, 21092, 21108, and 21152 of the Public Resources Code for projects subject to CEQA.

Includes requirements for lead agencies to consider posting notices in non-English languages based on the criteria established in the guidelines.

Specifies that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to cover implementation costs.
