Establishes legislative finding that California's citrus industry generates $1.8 billion in citrus fruit production, $1.2 billion in economic activity, and employs approximately 25,000 people

Declares an ongoing annual need of at least $5,000,000 for research and programs to combat citrus disease and its vectors

Allows appropriated funds to be expended by the Department of Food and Agriculture without regard to fiscal year limitations
