Exempts applicants from newspaper publication requirements for alcoholic beverage license applications if they provide specified notices via mail for retail licenses and license transfers

Requires the Department of Alcoholic Beverage Control to promulgate regulations by January 1, 2016 regarding how to respond to protests filed against liquor license issuances

Limits protests submitted by individuals (non-employees and non-public officers) to one signatory per protest submission

Permits the department to reject protests it determines to be false, vexatious, frivolous, invalid, unreasonable, or without probable cause, except for protests from public agencies, public officials, or city/county governing bodies
