Exempts veteran members receiving 70 percent or higher service-connected disability ratings from paying fees and charges for intermediate care or skilled nursing care if federal VA payments are considered payment in full for their care.

Eliminates previous requirement that veterans receiving aid and attendance allowances from the Department of Veterans Affairs pay that amount to the home, except those not meeting the disability exemption criteria.

Establishes fee caps for all home members based on level of care: 47.5 percent of annual income for domiciliary care, 55 percent for residential/assisted living, 65 percent for intermediate care, and 70 percent for skilled nursing care.

Removes special fee structure for nonveteran spouses by consolidating their payment requirements under the same income percentage schedule as veteran members.

Coordinates implementation with SB 1440 to ensure consistent amendments to reimbursement rate provisions if both bills are enacted.
