Amends Sections 1142 and 1253.3 of the Unemployment Insurance Code to eliminate restrictions on unemployment benefits for non-teaching classified employees of educational institutions between academic years.

Repeals Sections 1451-1454, which previously provided special unemployment benefit provisions for nonprofessional employees at California state special schools (Schools for the Deaf, Schools for the Blind, and diagnostic schools) and allowed benefits to be paid from Department of Education funds.

Removes the requirement for educational entities to provide written notice to classified employees regarding reasonable assurance of reemployment before the end of the academic term.

Eliminates the retroactive benefits procedure that previously allowed classified employees to seek unemployment benefits for periods between academic years if they were not offered reemployment.

Expands eligibility for unemployment insurance benefits to classified education employees, which increases costs to the continuously-appropriated Unemployment Insurance Fund.
