Prohibits local agencies from hiring financial advisors, legal advisors, underwriters, or similar firms for bond issues (requiring voter approval on or after January 1, 2014) if those firms provided or will provide bond campaign services

Exempts relationships entered into before the local agency takes action to place bonds on the ballot for voter approval

Prohibits local agencies from entering into underwriting relationships with firms that already have financial advisory relationships with the agency for the same bond issue

Defines "bond campaign services" to include fundraising, polling, election strategy, volunteer organization, get-out-the-vote services, and campaign materials development

Excludes from "bond campaign services" the preparation of tax rate statements for voter pamphlets and preliminary public opinion polling conducted before the measure is placed on the ballot
