Revises the definition of "beer manufacturer" to mean only those persons with facilities and equipment engaged in the commercial manufacture of beer, excluding home brewers.

Requires beer labels to include the brand and type of beer, and mandates that beer manufacturers refilling consumer-supplied containers must affix compliant labels and remove or obscure all previous beer information before resale.

Prohibits beer manufacturers from refilling consumer-supplied containers with a capacity of 5 liquid gallons or more.

Allows beer manufacturers and brewpub-restaurant licensees to serve their beer free of charge to attendees at bona fide beer manufacturer or brewers' guild meetings held on the manufacturer's premises.

Specifies that no state reimbursement to local agencies is required because the bill's costs result from changes to crime definitions.
