Amends Education Code Section 87606 to allow faculty members at California community college districts to be deemed as having completed their 2nd, 3rd, or 4th contract year if they provide service for a percentage of the academic year as specified in a negotiated agreement between the governing board and the faculty's exclusive bargaining representative.

Permits paid or unpaid leave of absence to count toward contract year completion if the faculty member serves sufficient time to allow for required evaluation under negotiated procedures.

Specifies that qualifying leave includes childbirth and child bonding, caring for a parent/spouse/child with serious health conditions, and an employee's own serious health condition.
