Authorizes distilled spirits manufacturers to sell general merchandise, food, nonalcoholic beverages, and distilled spirits directly to consumers for consumption on the licensed premises where the manufacturer is located.

Establishes that no state reimbursement to local agencies or school districts is required because the only costs incurred relate to changes in crime definitions under Section 17556 of the Government Code.
