Exempts categories of persons or entities that did not have a compliance obligation under market-based compliance mechanisms beginning January 1, 2013, from being subject to those mechanisms beginning January 1, 2015, through December 31, 2017.

Requires all participating categories of persons or entities to have a compliance obligation under market-based compliance mechanisms beginning January 1, 2018.

Applies to the State Air Resources Board's market-based compliance mechanism, which expands beginning January 1, 2015, to include suppliers of carbon-based transportation fuels such as gasoline and diesel.

Takes effect immediately as an urgency statute to allow sufficient lead time for necessary program adjustments before the January 1, 2015, implementation date.
