Repeals the previous California-Mexico Border Relations Council statute and recasts its provisions within Title 20 of the Government Code.

Establishes the California-Mexico Border Relations Council comprising seven state agency heads: Directors of the Governor's Office of Business and Economic Development, Secretaries of Natural Resources Agency, Environmental Protection, California Health and Human Services, Transportation, Food and Agriculture, and Director of Emergency Services.

Designates the Secretary for Environmental Protection as council chair and requires the council to coordinate cross-border programs, initiatives, and partnerships between state agencies affecting California-Mexico relations.

Directs the council to establish policies for collecting and sharing cross-border data among agencies and to identify and recommend legislative changes needed to achieve coordination goals.

Requires the council to submit annual reports to the Legislature beginning January 1, 2008, documenting the council's activities.
