Authorizes the Sacramento Area Flood Control Agency to change assessment district boundaries, projects, assessments, and related determinations through specified procedures.

Requires that changes to assessment districts follow Article XIII D of the California Constitution and the Proposition 218 Omnibus Implementation Act, using the same procedures as establishing a new assessment district.

Allows annexation proceedings to be limited to only the territory proposed to be annexed, and permits detachment or dissolution proceedings to omit the required report under Section 112.

Prohibits the agency from making any changes to an assessment district while bonds secured by that district's assessments remain outstanding unless the board determines the change will not interfere with timely bond retirement.
