Authorizes the Chancellor of the California State University to conduct a feasibility study for a CSU satellite program and independent campus in the Antelope Valley within 18 months after the trustees certify sufficient funding is available

Study must examine ten-year enrollment projections, workforce needs, economic impact, infrastructure availability, potential relief for overcrowded Bakersfield and Northridge campuses, and effects on other educational institutions

Requires all study funding to come from nonstate sources only

Authorizes the trustees to conduct a formal study if they determine a new campus or off-campus center is needed in the Antelope Valley

Defines Antelope Valley to include Lancaster, Palmdale, California City, and 13 additional census-designated places and unincorporated areas
