Declares legislative intent to require the Department of Water Resources to provide grants and expenditures for planning, design, and construction of local and regional conveyance projects that support regional water management connectivity

Eligible projects must be consistent with an adopted integrated regional water management plan and provide benefits including improved water supply reliability, mitigation of groundwater overdraft or water quality degradation, adaptation to hydrologic changes, or enhanced water security

Requires a minimum 50 percent cost share from nonstate sources, with authority for the department to waive or reduce this requirement for projects directly benefiting disadvantaged communities or economically distressed areas

Establishes this as a statement of legislative intent for future legislation rather than creating immediate statutory requirements
