Permits the general manager of any park or open-space district to make payments for supplies, materials, labor, or other valuable consideration without advertising in amounts not exceeding $25,000 for any purpose.

Extends the $25,000 spending authority to all park and open-space districts, whereas previously only 3 identified districts had this authority and other districts were limited to $10,000 for non-construction purposes.

Allows general managers to make these payments with district board approval and in accordance with board policy, without requiring competitive bidding or advertising.

Requires all expenditures made under this authority to be reported to the board of directors at its next regular meeting.

Applies to both regular supplies and materials as well as new construction of buildings, structures, or improvements, with the same $25,000 threshold for both categories.
