AB 759 Summary

• Expands exemption from locksmith licensure to include persons licensed, certified, or registered as alarm company operators under the Alarm Company Act if their locksmithing duties are performed in combination with alarm system installation, maintenance, repair, or reconfiguration.

• Limits the locksmithing exemption for alarm company personnel to work on electronic locks or access control devices controlled by an alarm system control device, including removal of existing hardware.

• Makes identical exemption and limitation provisions applicable to alarm company operators under Section 7590.2 of the Business and Professions Code.

• Enacted as an urgency statute effective immediately upon Governor's approval on May 13, 2014 to ensure prompt access to and security of properties using alarm systems with automated locking features.
