Establishes a pilot program authorizing the Cemetery and Funeral Bureau to issue limited crematory licenses to no more than 5 alkaline hydrolysis facilities until January 1, 2020

Requires hydrolysis facilities to be managed by a licensed crematory manager trained by the hydrolysis manufacturer and to comply with all applicable water treatment and wastewater control laws

Mandates annual inspections of licensed hydrolysis facilities by the bureau and any certified uniform program agencies, with additional inspections permitted at any time

Applies existing crematory regulations under Articles 6.5 and 8 of the Business and Professions Code to authorized hydrolysis operations

Defines hydrolysis as a chemical process using heat, water, and potassium or sodium hydroxide to reduce deceased persons' remains to essential chemical components, with processed bone fragments classified as "hydrolyzed remains"
