Exempts from state sales and use taxes the first $750 of purchases of ENERGY STAR-certified efficient clothes washers, effective July 1, 2014

Exemption applies only to state taxes and does not extend to local sales and use taxes, transactions and use taxes, or specified state taxes deposited into local revenue funds

Defines "qualified efficient clothes washer" as any residential or commercial washer model certified by the U.S. Environmental Protection Agency under the ENERGY STAR program and listed on the agency's certified washers list

Remains in effect until July 1, 2015, or if the Governor's January 17, 2014 drought emergency declaration is terminated earlier, then until midnight on the first day of the first calendar quarter commencing more than 60 days after termination

Takes effect immediately as a tax levy
