Amends the definition of "new member" under the California Public Employees' Pension Reform Act of 2013 (PEPRA) to exclude judges elected to office before January 1, 2013.

Judges elected before January 1, 2013 are not subject to PEPRA's restrictions on retirement formulas and benefit enhancements that apply to new members hired after that date.

Maintains PEPRA's existing definitions of "new member" for other public employees, including those joining a retirement system for the first time on or after January 1, 2013, and those returning after a break in service exceeding six months.

Passed the Senate on August 25, 2014 and the Assembly on August 28, 2014, with amendments made in Senate and Assembly during the 2013-2014 legislative session.
